Why in News?

The Tamil Nadu Government has announced that women government employees will be eligible for 365 days of maternity leave for their third child, bringing the benefit in line with maternity leave available for the first two children.

  • Under the earlier rules, women government employees with two or more surviving children were eligible for only 12 weeks (84 days) of maternity leave for subsequent children.
  • The new decision substantially increases the leave available for the third child to one full year.

Why is the Decision Significant?

Tamil Nadu has been among India's States with relatively low fertility levels. Its TFR has declined to below 1.4, well below the replacement level of 2.1.

The declining fertility rate is linked to broader demographic changes, including:
