Prime Minister Narendra Modi announced the Sapt Dhara framework during his Independence Day speech at the Red Fort on 15 August 2026. The framework identifies seven key areas that will guide India's development and help the country move towards the goal of becoming a Viksit Bharat by 2047.
Seven Pillars of Sapt Dhara
1. Manufacturing
The first pillar focuses on making India a stronger manufacturing hub and an important part of global supply chains.
- The focus will be on affordability, quality and large-scale production.
- Indian industries and MSMEs will have an important role in expanding manufacturing.
- The aim is to strengthen the complete production chain, from design and development to manufacturing.
- Indian products are also expected to gain a stronger presence in global markets.
2. Agriculture
The second pillar focuses on taking Indian agriculture to international markets.
- India can use new Free Trade Agreements (FTAs) to increase agricultural exports.
- More attention will be given to food processing and value addition.
- Farmers will be encouraged to produce crops and products according to demand in international markets.
- The focus will be on increasing the value of agricultural produce rather than depending only on raw farm products.
3. Technology and Innovation
The third pillar aims to strengthen India's technology and innovation ecosystem. The major areas identified include:
- Semiconductors
- Artificial Intelligence (AI)
- Robotics
- Quantum technology
- Space technology
- Advanced telecommunications
4. Gati Shakti: Infrastructure and Logistics
The fourth pillar focuses on building a better-connected transport and logistics system.
- Major cities and economic centres will be connected through an integrated transport network.
- High-speed trains and port-led development will be important parts of this approach.
- Better coordination between different modes of transport can reduce logistics costs.
- Improved connectivity will also help industries, trade and regional development.
5. Defence Shakti
The fifth pillar aims to make India more self-reliant in defence production.
- Greater emphasis will be placed on manufacturing defence equipment within India.
- India aims to move from being a major defence importer to becoming a leading defence exporter.
- Advanced areas such as hypersonic technology will receive greater attention.
- A stronger defence manufacturing base can also create opportunities for technology development and employment.
6. Green and Blue Economy
The sixth pillar brings together environmental sustainability and the development of marine resources.
Green Economy
- The focus will be on green hydrogen and renewable energy storage.
- India has set a target of reaching 100 GW of nuclear power capacity by 2047.
- Clean energy will be important for meeting future energy needs while reducing dependence on conventional sources.
Blue Economy
- India's long coastline offers significant opportunities for economic activities related to the sea.
- The focus areas include fisheries, marine technology and coastal tourism.
- The aim is to develop these sectors while also protecting marine resources.
7. Soft Power
The seventh pillar focuses on increasing India's cultural and global influence.
- Yoga and Ayurveda will be promoted globally through initiatives such as “Heal in India.”
- India's traditional knowledge can also support wellness and medical tourism.
- Creative sectors such as handicrafts, films, VFX, gaming and digital content will receive greater attention.
- These sectors can generate employment while taking Indian culture and creative products to international audiences.
Importance of Sapt Dhara
- The Sapt Dhara framework brings different sectors of the economy under one broader development vision for Viksit Bharat 2047.
- The seven areas are closely connected. For instance, better technology can help manufacturing and defence, while improved infrastructure can support agriculture, trade and industry.
- Similarly, investment in clean energy can help industries meet their future energy requirements in a sustainable way.
- The framework therefore focuses on overall development rather than treating each sector separately.
- Its success will depend on effective implementation, investment, technology, skill development and coordination between different sectors.
