NITI Aayog Proposes Reforms for State Science & Technology Councils

Why in News?

  • The NITI Aayog, in its report titled “A Roadmap for Strengthening State Science and Technology (S&T) Councils”, has called for urgent reforms in funding, governance, and institutional efficiency of these councils to better support India’s decentralized S&T ecosystem.

What Are State S&T Councils?

  • Initiated in 1971 under the leadership of Bharat Ratna C. Subramaniam.
  • Initially launched in Karnataka, Kerala, Uttar Pradesh, and West Bengal.
  • Currently, almost all States and Union Territories have functioning State Science & Technology Councils (SSTCs).

Challenges Faced by State S&T Councils:

1. Overdependence on Core Grants

2. Low Central Financial Support

3. Lack of Industry and Academic Collaboration

4. Inefficient Resource Utilization

5. Lagging Research Output

6. Budget Cuts in Some States

7. Lack of Adaptability

8. Weak Scientific Leadership

9. Staffing and Human Resources Issues

  • NITI Aayog’s recommendations highlight the urgent need to revitalize the role of State S&T Councils in India’s innovation landscape. Key steps include:
  • Enhanced and diversified funding
  • Institutional autonomy and professional leadership
  • Better coordination with industries, academia, and local governments
  • Modernizing programs to match current and future scientific challenges
  • Strengthening these councils is critical to ensuring inclusive, grassroots-driven scientific advancement in India.
