Date and Context:
On June 28, 2025, the Ministry of Power released new guidelines to allow private companies to be designated as Renewable Energy Implementing Agencies. These guidelines aim to simplify the process of appointing eligible companies to support renewable energy development across India.
Current Situation:
Until now, only Public Sector Undertakings or PSUs were designated as Renewable Energy Implementing Agencies. The four existing PSUs include:
Point one. NTPC Limited, based in New Delhi, formerly known as National Thermal Power Corporation.
Point two. Solar Energy Corporation of India, also based in New Delhi.
Point three. SJVN Limited, based in Shimla, Himachal Pradesh, formerly known as Satluj Jal Vidyut Nigam.
Point four. NHPC Limited, based in Faridabad, Haryana, formerly known as National Hydroelectric Power Corporation.
New Guidelines for REIA Designation:
Point one. Only Indian companies registered under the Companies Act of 2013 are eligible to apply as Renewable Energy Implementing Agencies.
Point two. The designation will remain valid for five years at a time.
Point three. Companies must hold a valid Category One electricity trading license issued by the Central Electricity Regulatory Commission, which is based in New Delhi.
Point four. Eligible private companies must have a net worth of more than five hundred crore rupees and must have a long-term credit rating of A and above.
Point five. Designated agencies must follow the procurement guidelines issued by the Government of India under Section 63 of the Electricity Act, 2003.
