Why in News?
The Central Government has included heatwaves and lightning in the list of notified natural calamities under the operational guidelines of the State Disaster Response Fund (SDRF) and the National Disaster Response Fund (NDRF). The decision has been taken following the recommendations of the 16th Finance Commission.
Importance
- States can now use SDRF funds to provide relief and assistance to people affected by heatwaves and lightning.
- It strengthens disaster management in view of the increasing frequency of extreme weather events caused by climate change.
- The decision will help states take timely relief and mitigation measures.
- It provides a uniform national framework for disaster response related to heatwaves and lightning.

- Heatwaves and lightning have been added to the list of notified natural calamities under the operational guidelines of SDRF and NDRF.
- The inclusion has been made for the 2026–31 award period based on the recommendations of the 16th Finance Commission.
- With this addition, the total number of notified natural calamities has increased from 12 to 14.
- States can now use the main 80% allocation of SDRF for relief measures related to these disasters.
- States can also utilise the State Disaster Mitigation Fund (SDMF) for measures to reduce the impact of heatwaves and lightning.
- Between 1 March and 26 July 2026, India reported 4,853 heatstroke cases and 20 confirmed heatstroke deaths.
Static Facts
- According to the India Meteorological Department (IMD), a heatwave is declared when the maximum temperature reaches 40°C or above in plains, 30°C or above in hilly regions, along with the prescribed departure from normal temperatures.
Government Measures
- National Disaster Management Authority (NDMA): Issues guidelines for preparedness and response to heatwaves and lightning.
- India Meteorological Department (IMD): Provides impact-based weather forecasts and colour-coded warnings.
- SACHET Early Warning System: An integrated, geo-targeted early warning platform that disseminates alerts issued by agencies such as IMD, CWC, GSI, INCOIS, DGRE and FSI.
- Heat Action Plans: Prepared by states and urban local bodies to reduce the impact of heatwaves on public health.
