The Government is strengthening the Districts as Export Hubs (DEH) Initiative to identify products and services with export potential and connect local producers with international markets.
Key Highlights
- Draft DEAPs prepared for 590 districts with 249 adopted as of March 2026.
- Focus areas: MSMEs, GI products, agriculture, handicrafts, engineering goods and digital exports.
- Dak Ghar Niryat Kendras facilitate postal exports and small consignments.
- EXIM Bank’s GRID programme supports six districts: Anantapur, Raipur, Solan, Tiruppur, Kanpur and Kolhapur.
- Focused implementation began on 1 June 2026 across 27 States/UTs, with support from 24 DGFT Regional Authorities.
About DEH
- DEH is a district-led export promotion framework implemented by the Department of Commerce through DGFT.
- It aims to transform districts into export hubs by leveraging their unique products, services and production capabilities.
- Each district is treated as a unit of export planning, rather than merely a production centre.
- It covers product identification, quality standards, packaging, logistics, infrastructure, market access and exporter capacity building.
- DEH builds on One District One Product (ODOP) but has a broader focus on the complete export ecosystem.
- It is a convergence framework, not a separate funding scheme.
- It covered 770+ districts as of January 2026.
Institutional Framework
- Department of Commerce: Policy direction
- DGFT: Implementation and monitoring
- SEPCs: State-level coordination
- DEPCs: District-level export planning
- DEAPs: Identify export potential, infrastructure gaps, logistics needs and bottlenecks
ODOP vs DEH
- ODOP: Promotes a distinctive product from each district.
- DEH: Goes beyond product promotion to build a complete district-level export ecosystem.
Significance
DEH promotes inclusive and decentralised export growth, strengthens MSMEs and employment, and helps convert local products into globally competitive products, supporting India’s US$1 trillion export ambition.
