- The Central Government has formed two high-level committees under the leadership of Rajiv Gauba, full-time NITI Aayog member and former Cabinet Secretary, to spearhead next-generation reforms and accelerate India’s Viksit Bharat (Developed India) 2047 vision.
Panel Structure and Objectives:
- Panel on Viksit Bharat Goals: Focused on long-term policy strategies to transform India into a developed nation by 2047.
- Panel on Non-Financial Regulatory Reforms: Tasked with overhauling and simplifying regulatory frameworks across non-financial sectors, improving ease of doing business and boosting competitiveness.
Coordinated Governance Approach
- The panels will operate in close coordination with ministerial committees chaired by Union Home Minister Amit Shah and Defence Minister Rajnath Singh, ensuring top-level political support and rapid implementation.
- Additionally, a state-level deregulation committee under Cabinet Secretary TVS Swaminathan has been established to address regulatory bottlenecks within India’s federal structure.
Composition of the Committees:
The panels include a mix of senior bureaucrats and private-sector experts:
- Secretaries from key ministries such as DPIIT, Expenditure, MSME, and Power.
- Industry leaders like Pawan Goenka, Manish Sabharwal (HR expert), and Janmejay Sinha (BCG India Chairperson).
- Director Generals of leading industry bodies including CII, FICCI, and Assocham.
- This diverse composition ensures a balanced perspective, combining administrative insights with market-driven innovation.

- The initiative follows Prime Minister Narendra Modi’s Independence Day address, where he underlined the need for “next-generation reforms” and pledged a task force for Viksit Bharat.
