- The bill will apply throughout Assam with some specific exceptions. It will not extend to Sixth Schedule areas or to members of Scheduled Tribes under Article 342. Its focus remains on communities where the state has the authority to regulate civil and family matters.

- Under this bill, polygamy is classified as a criminal offence. A first-time violation may lead to imprisonment of up to seven years. If a person enters into another marriage while hiding an existing one, punishment may extend to ten years along with a fine. The draft clearly defines polygamy to avoid any ambiguity, covering all marriages where the previous union has not been legally dissolved or annulled.
- बिल में बहुविवाह को एक आपराधिक अपराध माना गया है। पहली बार अपराध करने पर सात साल तक की जेल हो सकती है। यदि कोई व्यक्ति अपनी पहली शादी छिपाकर दूसरी शादी करता है तो सज़ा दस साल तक बढ़ाई जा सकती है और साथ में जुर्माना भी लगेगा। मसौदा बहुविवाह की स्पष्ट परिभाषा देता है ताकि किसी तरह की अस्पष्टता न रहे—अर्थात जहाँ पिछली शादी कानूनी रूप से समाप्त नहीं हुई है, वहाँ अगली शादी अपराध मानी जाएगी।
- Repeat offenders may face double the prescribed punishment. The bill also holds accountable those who facilitate such marriages. Village heads, qazis, parents, or guardians who knowingly hide facts may face up to two years in jail or monetary penalties. Individuals involved in solemnising marriages in violation of this law may also be punished.
- बार-बार अपराध करने वालों को निर्धारित सज़ा से दोगुनी सज़ा दी जा सकती है। बिल ऐसे विवाहों को संभव बनाने वालों को भी जवाबदेह ठहराता है। गाँव के मुखिया, क़ाज़ी, माता-पिता या अभिभावक जो जानबूझकर जानकारी छिपाते हैं, उन्हें दो साल तक की जेल या जुर्माना हो सकता है। कानून का उल्लंघन करके विवाह कराने वाले व्यक्तियों पर भी कार्रवाई की जाएगी।
