Legal Metrology (Indian Standard Time) Rules, 2026

Why in News?

The Department of Consumer Affairs notified the Legal Metrology (Indian Standard Time) Rules, 2026 on 27 August 2026. The Rules aim to establish Indian Standard Time (IST) as the common time reference across India for legal, administrative, commercial and official purposes.

The Rules will come into force 180 days after their publication in the Official Gazette, giving government departments, businesses and institutions time to update their systems.

Key Highlights

  • IST as the common time reference: All official, legal, administrative and commercial activities will use Indian Standard Time as the standard reference.
  • Improved time accuracy: The move will ensure consistent and accurate time-stamping across digital and technology-based systems.
  • Critical sectors: Accurate IST will support banking and digital payments, telecommunications, railways, airports, power systems, government records and emergency services.
  • Indian timing infrastructure: The government is developing systems to disseminate accurate IST through Indian institutions and Legal Metrology laboratories.
  • Role of NavIC: NavIC, India’s satellite navigation system, along with other approved Indian timing sources, will be used for secure and reliable time dissemination.
  • Reduced dependence on foreign sources: The initiative will provide an Indian alternative for critical systems that currently rely on foreign satellite-based timing sources.

One Nation, One Time

  • The Rules are part of the government’s ‘One Nation, One Time’ initiative, aimed at creating a unified and reliable timekeeping system across the country.
  • In July 2026, a White Rabbit Technology-based Indian Standard Time Dissemination Demonstration Network was commissioned at the Regional Reference Standard Laboratory (RRSL), Bengaluru.
  • The system has demonstrated the dissemination of precise IST for sectors such as banking, telecommunications, power, transportation and digital governance. IST dissemination between RRSL Bengaluru and NSE Chennai was also demonstrated with support from CSIR-NPL, ISRO, SEBI, NSE, BSNL and other stakeholders.
